It means, the left one (which controls channels 1-8), should be at the bottom and the other one (which controls channels 9-16) above it. Of course you can choose another button altogether as you see fit for 'Add Instrument Track'. Once you have 2 Mackie Devices in the Remote Devices, Cubase reads them from the bottom.
